Finland VAT rate changes 2024

Recategorisation of supplies to higher VAT rates from 1 January 2024

Finland’s new government announced planned reclassifications of many reduced rate supplies to raise taxes. This is part of the Ministry of Finance’s 2024 budget proposal, and will come into effect on 1 January 2024.

The following supplies will move:

From 10% to 14%

  • Books
  • Hotel services
  • Public transport
  • Pharmaceuticals from 10%
  • Entrance to cultural & sporting events
  • Film screenings
  • Royalties for television and public radio activities

From 24% to 14%

  • Tampons
  • Nappies

Currently, the 14% rate includes restaurant and catering services. And also groceries.
