May 2025 launch B2G e-invoicing CamInvoice; 2027 B2B
Cambodia’s General Department of Digital Economy (GDDE) has launched 12 May 2025 its B2G CamInvoice. It is used for the process of sending and receiving invoices in electronic form between sellers and buyers without the need for printing.
Whilst initially voluntary, it is hoped to go mandatory for B2B sometime in 2027. It will then be extended to B2C.
Centralised pre-clearance e-invoicing model
CamInvoice validates the invoice through multiple checks, including XML structure validation, UBL field validation, General Department of Taxation (GDT) rules validation, and e-KYB validation. Once the invoice passes all validations, CamInvoice attests and stores it on the blockchain via CamDL.
After hashing and storing the invoice, CamInvoice triggers a notification to both the sender’s and receiver’s systems via Webhook.
The platform enables real-time validation of VAT data, providing tax authorities with improved capabilities to track and monitor taxable transactions efficiently.
