Italy’s new payment-to-receipt reconciliation requirement has coincided with a 4.1% rise in electronically reported taxable turnover in 2026.

Italy’s new requirement to link point-of-sale (POS) payment terminals with electronic or fiscal cash registers has coincided with a €13.5 billion increase in taxable sales reported through electronic receipts.

Since 1 January 2026, merchants have been required to associate their telematic cash registers with electronic payment instruments. This enables the Italian Revenue Agency to cross-check sales recorded at the till against payment data reported by payment service providers.

In the first nine months of 2026, merchants transmitted 267.5 million more electronic receipts than during the same period of 2025, an increase of 1.9%. The taxable amount reported rose by 4.1%.

Italian VAT revenues have also increased. Receipts reached €120.7 billion between January and August, up 3.9%, with domestic VAT increasing by 3.2%.

However, Italy’s Court of Auditors cautioned that the increases cannot be attributed entirely to the new linkage requirement, with inflation and changes in consumption also potentially contributing. The €13.5 billion therefore represents additional reported taxable turnover, not additional VAT revenue.

From VAT reporting to reconciliation

The measure illustrates the next stage of digital VAT compliance. Tax authorities are moving beyond simply collecting transaction data towards automatically comparing electronic invoices, receipts, payments and VAT returns.

The direction of travel is increasingly from VAT reporting to VAT reconciliation.

Italy’s increasingly connected VAT data

The POS linkage complements Italy’s wider digital VAT reporting infrastructure. SdI real time reporting already gives the tax authorities extensive B2B and B2G invoice data, while telematic cash registers transmit daily retail sales data. Linking POS payment instruments to those cash registers adds another control layer, allowing payment and reported sales data to be more readily cross-checked. The significance is therefore broader than cash registers alone: Italy is progressively connecting invoice, retail sales and payment data to identify inconsistencies and potential VAT under-reporting.
